Why wavelength is selected to decide about colour which is  always a variable during the propagation of light, whereas frequency for each colour is fixed and not generally considered to mention the colour?

During propagation of light, its speed is constant. Speed = wavelength * frequency. If the wavelength changes, so does the frequency. Frequency isn’t constant for all colours. Alternatively, one can mention frequency to denote a colour.
