No, because if you round off to 59.4%, you will get 59%. If it could have been 59.5% or more, then you could have round it off to 60%.

Aggregate marks of 59.4% equal to 59% because after the decimal value is < 5. If the value after decimal >5 ( for example aggregate marks of 59.7℅ equal to 60% ) then round off to higher value.
