Dolly and Sudha are debating about the efficiency and effectiveness of the Parliament in recent times. Dolly believed that the decline of Indian Parliament is evident in the less time spent on debate and discussion and increase in the disturbances of the functioning of the House and walkouts, etc. Sudha contends that the fall of different governments on the floor of the Lok Sabha is a proof of its vibrancy. I believe Sudha is correct. This is because parliament is the highest forum for debate. It is the place where laws are made. If it does not have walkouts, debated, etc it will lead to a decrease in the functionality of the parliament. Every decision needs to be reconsidered and only then it should be passed. It should be open to any kind of debate and walkout, protests etc if a certain group does not believe that it is right for the law to come out. This just makes it more efficient.

Now this is a debate of effective and efficient governing of Parliament houses. The objective is to serve the people and to represent their voices in one forum.

Now sometimes we see a hot debate, argument instead of debate, disturbances and walkout. But this is not quite often. Most of the time it is due to the pass of a vital bill without proper discussion or by not addressing the issues in the country that need an urgent attention. We can say this is a way of protest inside the parliament. But we have to remember that the members of the parliament have to keep the dignity of this democratic institution.

No doubt the different voices represent the vibrancy of the democracy. At the same time parliament should not lose it's dignity due to some political motive.
