A child is still developing stage; he can improvise his speaking only if he gets that environment. But if he cannot get the environment, you can start by making him listen to some basic rhymes and songs. And a plus point in this can be the television. Every child loves to watch cartoons, and this can lead them to learn and improvise any language. You can switch the language in his cartoons. He will soon start adapting to the language.
