Hi Rahul,
So when you know that there is no proper environment, you probably help your child reading some. storybooks related to his age. Maybe you can start with Panchatantra in English.
Ask him to read it aloud every day, underline new words, find out the meaning and try explaining to you or his mother the same story in English.
Every day, conversations could be spoken in English with family members or his school friends over the phone if possible.
It will take a few days of continuous practice, and eventually, he will see an improvement.

Section 4 audio indeed is the toughest due to its pace and technical content. The easiest thing that you could stay calm is to give a quick read of the questions; if not all, just the first few would be still OK as this helps one understand the content initially. You can go with the flow later on.
If you get any diagram-based questions, consider it a challenge because they are easy; you have to follow the diagram and concentrate on every word carefully.
As for MCQs, concentrate on options that sound similar. And to improve yourself here, you need to improve your speed reading and comprehensive skills, observations skills/ listening skills.
Train yourself to solve in time pressure.
