Suppose some electricity is flowing through a long straight wire without any insulating coating that gives an electric shock to a person at rest relative to the wire on touching it. Is there a speed with which if the person runs along the wire in the direction of current flowing such that he/she does not experience any shock?

He will feel shocked until he is in contact with the wire and the ground because he will complete the circuit by touching the ground. So electricity will pass through him if there is no insulator between hands and wire. Also, it will not depend upon he is running or at rest.
