Learning excel is depends on your interest and day to day use in your organization. We can categories the excel users in three different types.
1) Basic user's:
They use excel for simple reporting like making simple pivot table, essential excel function and some visualization charts like bar charts.
2) Moderate user's:
These users build excel based dashboards, advanced excel formulas like sumproduct, nested function and report automation.
3) VBA user:
Most of us thinking excel jobs are not high paid jobs. But VBA jobs are highly paid posts for excel users. With VBA, you can complete more time taking tasks within in a minute or a couple of seconds.
So depends on your interest as per defined categories, learning time and costs are different.
For primary users it maybe 1-2 days
For moderate uses, it maybe 1 month
For VBA users it must be six months
And learning cost may also be varied as per category

Power BI and Tableau are key players in the BI domain. Both are used for data visualization with different types of charts. Some key differences between power bi and tableau are given below.
1) Power bi contains more no of data connector w.r.t tableau. Some common data connectors used in power bi and tableau are excel, CSV, database, salesforce etc.
2) Tableau has more option in visualization pane w.r.t power bi
3) Tableau has a very high subscription fee while power bi is very less approx 10 dollars.

As per my opinion and experience, we are using VBA for reducing the repetitive task in excel. For example: Suppose every day you are preparing an attendance tracker in which you will mark present/absent or any other comment in the attendance section every day. Either you are using v-lookup or any other method to reflect desired remarks in the respective section, and you will spend 30min. Everyday. By using VBA, you can do the same thing within 2-3 min.
I would suggest you work on macro. Because in the macro, you will record the required steps for performing the specific task every day. It will increase your productivity.

As per my opinion, you will know about VBA. As per current market, trend companies are looking for those persons who have expertise in excel and VBA. Because they want automation of different types of reports as required and provide maximum time to resources for analysis and finding critical insights from the stories.
You can learn VBA with your daily excel work.
First, you will work on macro then learn VBA coding. Learn at least one topic in a day.
