If the system is isolated from its surroundings, when no change in any macroscopic properties. A system is said to be in thermal equilibrium if it satifies Mechanical, Chemical, Thermal Equilibrium.

If a system is said to be in thermodynamic equilibrium then it should be in mechanical equilibrium(equal forces) & chemical equilibrium(equal chemical composition) & thermal equilibrium(equal of temp).

Thermodynamic equilibrium is equilibrium of rate of flow of heat transfer whereas thermal equilibrium is stable state of temperature

Thermodynamic equilibrium is an axiomatic concept of classical thermodynamics. It is an internal state of a single thermodynamic system, or a relation between several thermodynamic systems connected by permeable walls. In thermodynamic equilibrium, all kinds of equilibrium hold at once and indefinitely, until disturbed by a thermodynamic operation. In a macroscopic equilibrium, almost or perfectly, exactly balanced microscopic exchanges occur; this is part of the notion of macroscopic equilibrium. An explicit distinction between 'thermal equilibrium' and 'thermodynamic equilibrium' is made by B. C. Eu. He considers two systems in thermal contact, one a thermometer, the other a system in which there are occurring several irreversible processes, entailing non-zero fluxes; the two systems are separated by a wall permeable only to heat. He considers the case in which, over the time scale of interest, it happens that both the thermometer reading and the irreversible processes are steady. Then there is thermal equilibrium without thermodynamic equilibrium. In thermodynamics, a change in the thermodynamic state of a system and all of its surroundings cannot be precisely restored to its initial state by infinitesimal changes in some property of the system without expenditure of energy. A system that undergoes an irreversible process may still be capable of returning to its initial state; however, the impossibility occurs in restoring the environment to its own initial conditions. An irreversible process increases the entropy of the universe. However, because entropy is a state function, the change in entropy of a system is the same whether the process is reversible or irreversible. The second law of thermodynamics can be used to determine whether a process is reversible or not. During this transformation, there will be a certain amount of heat energy loss or dissipation due to intermolecular friction and collisions; energy that will not be recoverable if the process is reversed. read less
