If you have the skillset, the academic background doesn't matter.
If you have an interest in Machine Learning, go ahead and pick some online course or offline training.
But you also need to understand how the algorithm works and a basic understanding of programming.
Python and R are two languages used for Machine Learning.
I suggest you pick Python as it is quite easy and learn and understand.
Remember the fascinating it sounds, the steeper it is to start with.
So give yourself a time of at least 6 months to get hands-on it and then practice as much as possible to increase your chances to land a job.
There are many online schools that offer machine learning courses.
1. Coursera
2. Edx
3. DataCamp
4. Udemy
5. Udacity
and many more.
Some courses are free, and some are paid.
Also, Andrew Ng's machine learning course is considered quite good.

Angular is a framework and reacts to a library.
Angular has a slightly steep learning curve as compared to React due to some set of rules it employs as a framework but both need to be given some time to understand and implement.
Once you understand the basics, it will be easier to work with both.
Both have value in the market and has a lot of job opportunities, although React gained more market in recent years due to its simplicity as compared to Angular.
I suggest you start with React and then move to Angular as learning both will get you more opportunities.
