If one talks about speaking fluent German then it totally depends upon how much time you are contributing to your studies.
If by just studying once or twice in a week you want to have a command on the language then it becomes quite difficult for you.
You should atleast add 2-3 hrs per day to your schedule to have certain control on the language.
Each level will take approximately 2-2.5 months to have a better comand on German language.
Lerning any language is not at all difficult, it all depends on your concentration and contribution.
