Personally speaking, I started learning english just by observing other people speak. Their style of speaking and pronunciation of certain words gave an idea how exactly to go about the language.
Initially, one must learn to read and to listen, after than gradually one can start speaking. Reading magazines, newspapers and listening to english commentary are some of the good option available.

Scoring 8 band in all the modules should not be a problem if you are versed with the exam pattern well in advance and prepare yourself accordingly. Joining an institute would be the best option for about a month (varies depending on the level one is on). As someone has already pointed out, self assesment and your motivation to learn and to do well will be the deciding factor eventually.
