The team behind Angular decided to use semantic versioning, to help developers understand what version they can use without breaking their apps.
But how does that work? It's pretty simple: The version-number is made of 3 parts, separated by a ".".
The different parts have different meanings:
- The first part is called the major. If it changes, breaking changes might be introduced into the release, and you need to refactor your app to be compatible with the new version.
- The second part is called the minor. It might contain new features, which you can use in your app. But this versions won't break your app.
- The last part is for bugfixes only. You won't get new features, and nothing will break.
Also, the Angular-Team decided to release versions regularly. It, again, helps us, developers, as we know when versions will be issued.
Another useful thing they agreed on is that APIs will stay compatible for two majors. That means that APIs won't be removed from one primary to the next, but they will be deprecated first and removed in the next major. It gives us developers an additional six month to update to new APIs.
So Angular releases a new major version every six months, because there are new features which break existing APIs. But they decided to "break APIs with a system" so that developers can keep up to date without too much work.

There’s no reason to keep updating your project just because there is a new version. Once a project starts, there has to be a strong business reason to upgrade, or it has to have low risk.
Some AngularJS projects are stuck on that version because there is no business case to move to Angular2+. The end user won’t notice anything and the application works fine as is!
If the client asks for framework upgrade (or there is a strong technical need for it), then its more money for you!
