Initially, you should have a spreadsheet that does something useful and secondly that this use is not just for a small set of people who can use it through a spreadsheet. Let's take an example, imagine a worksheet has a great facility of being able to receive a number and then return the double, i.e., the input number multiplied by 2. It is evident that the spreadsheet has much more functionality, but we have to start somewhere, and this simplified example has all the basics. It accepts the input, computes badly then has a useful output. So basically your app should be based on an input-process-output formula. As in:
You must accept input data
You must check the input data for correctness, i.e. that you have received a number when you are expecting a number, a date when you expect such etc.
You must perform your computations or transformations of that data into something that the user finds useful
You might want to validate your results on some criteria
You want to return that result or set of results to the user so that he/she might use them.
Along the way, you need to make certain decisions as well. How many people are going to use the app? What are the demographics? How good should the app interface be? Where are these people located? Will they pay for this app? Etc. Etc. Once you have sorted these kinds of questions, then you can decide whether what you are set to do is viable.
