IELTS is useful only for those who are going for student visa, and not for the learners who want to learn to speak English.
IELTS is a technical exam consisting reading, writing, listening and speaking. The IELTS coaching available in Ahmedabad don't focus on teaching how to speak English, rather they just help you practice for it. Most of the IELTS coaching centres don't have skills/trainers for teaching spoken part/practice part. They can help you to learn grammar.

The fees depends on many factors. The city in which you live in, the reputation of the centre, the talent/expeinece of the faculty and the ongoing market scenarios. In Ahmedabad; most of the centres charge almost the same and they claim to have the same quality of learning; but that isn't the fact. That's why one should not decide on the basis of fees. Rather, one should short list some centres, visit them in person. Check the reviews; meet the faculty and decide on that basis.
