Hi, Few mediums that are adequate for making mural art are Acrylic paints, House paints, Spray paints and machinery spray gun.
Both acrylic and house paints are water based mediums and the most convenient one for Mural work. Turning it to perfect consistency gives the best results.
Both the last options need more handling expertise for getting effortless results. So if you are trying Murals for the first time, go with paints.

Hi, for cleaning the exterior cement wall, you can use a thick cleaning brush for removing dust and other particles. Later use a damb cloth for precisely cleaning the minute dust settlement.
If you have a layer of waterproof paint already on wall, washing it is another option and it will require few days to dry completely. Although first option is better to use.
