FOREIGN NATIONAL ENGLISH SPEAKER

I think your example should read "It would have been better, if you attended the party" we use could have when there is another option, eg He could have washed the dishes, but he chose to watch tv

COULD has many uses. Several of them are used for present or future time, but could is also used to show ability in the past. Could also has another past form--could have. This form is followed by the past participle of the main verb: could have been / could have gone / could have finished / could have seen / could have done / could have taken / etc. When could is used in this way, it refers to possibility in the past. It does not refer to ability or permission in the past. Examples: I don't know why Ramesh left early. He could have had some kind of emergency, I suppose. (I don't know why Ramesh left early. Maybe he had some kind of emergency.) REMEMBER: We can use 'could have' to talk about something somebody was capable of doing but didn't do. I COULD HAVE GONE to Singapore but I preferred India. You can also use 'could have' to talk about possible present situations that have not happened. I COULD HAVE BEEN a top sportsman but the hard work was just too boring. He COULD HAVE BEEN great leader now but if he had taken her advice read less

Could have been is used in a past tense sentences. And yes you are right it is related to a passive form of a sentence. Use it if the passive sentence has is/am/are in it.

Could-have -been should ideally be used in a scenario where there are 2 interdependent situtations e.g. If you would have come sooner you could have met her.

Ravi , in the 1st example the grammar has gone wrong. "It could have been better if you would have attended the party" would have been the right approach.

Usage of could have been is to show that this was possible if this was the case.In short it shows the if-then condition. Egs. to support: 1. You could have performed better if you could have studied a little harder. 2. Why isn't he here yet? He could have been caught in traffic.
