Why doesn't the UPSC switch over to an online exam mode ?

The UPSC (Union Public Service Commission) has been traditionally conducting its examinations in an offline mode (pen and paper-based) rather than an online mode for several reasons:

Accessibility and Infrastructure Issues: A significant portion of India's population, especially in rural areas, may not have access to reliable internet connectivity or the necessary infrastructure to support online examinations. Conducting exams offline ensures inclusivity and accessibility for all candidates, irrespective of their location or resources.

2. Security Concerns: Online exams can be susceptible to various security risks such as hacking, cheating, or cyberattacks. Offline exams provide a more controlled environment, minimizing the risk of malpractice and ensuring the integrity of the examination process.

3. Digital Divide: There exists a digital divide in India, where not all candidates may be equally comfortable or proficient in using digital platforms for examinations. Conducting exams offline ensures that candidates are not disadvantaged based on their digital literacy levels or access to technology.

4. Logistical Challenges: Transitioning to an online mode would require significant logistical arrangements, including setting up infrastructure for online examination centers, ensuring technical support, and training staff. This could pose challenges and may require substantial time and resources.

5. Examination Conduct and Monitoring: Offline exams allow for better monitoring and supervision of candidates during the examination process. Invigilators can observe candidates directly and ensure compliance with exam rules and regulations, which may be more challenging in an online environment.

6. Paper Evaluation Process: Despite the move towards digitization in many areas, the process of evaluating handwritten answers is still prevalent. Converting to an entirely online examination mode would necessitate changes in the evaluation process, including the adoption of digital evaluation methods, which may require time and investment.

While online examinations offer certain advantages such as convenience and efficiency, the UPSC continues to prioritize the integrity, inclusivity, and fairness of the examination process. Any decision to transition to an online mode would need to carefully consider these factors and ensure that all candidates have equal opportunities to demonstrate their abilities.
